Key Experts – Green Regional Development Investment Program

We are seeking experienced professionals based in Mongolia to join the expert team for an international development project focused on green regional development, climate resilience, sustainable infrastructure, and stronger urban-rural linkages in Mongolia.

The project will support the development of more livable and climate-resilient aimag and soum centers while promoting sustainable agribusiness, improved rangeland and agricultural management, green investment, and stronger institutional capacity.

We are currently looking for qualified experts across a range of technical disciplines. Candidates may be considered for one or more of the following positions, depending on their qualifications and professional experience:

  • Deputy Team Leader / Urban Infrastructure Engineer
  • Financial and Economic Analyst
  • Urban Economist
  • Environmental Safeguards Specialist
  • Climate Change Specialist
  • Social Development Specialist
  • Resettlement Specialist
  • Financial Management Specialist
  • Procurement Specialist

Key Responsibilities

Depending on the area of specialization, experts will contribute to the preparation of feasibility studies and investment plans for proposed development activities in Mongolia.

Responsibilities may include:

  • Assessing existing infrastructure, services, economic conditions, environmental and social conditions, and development needs.
  • Supporting the planning and prioritization of climate-resilient, low-carbon, and sustainable infrastructure and services.
  • Preparing and reviewing feasibility studies, investment plans, technical assessments, and implementation plans.
  • Supporting infrastructure planning related to water supply, wastewater, roads, drainage, flood protection, heating, power, waste management, and other urban services.
  • Conducting financial, economic, and investment analysis of proposed subprojects.
  • Supporting climate change assessments, climate resilience, mitigation and adaptation measures, GHG assessments, and climate-related investment planning.
  • Preparing and reviewing environmental and social safeguards documentation.
  • Supporting gender-sensitive, socially inclusive, and stakeholder-focused project preparation.
  • Conducting social impact assessments and supporting land acquisition and resettlement planning where required.
  • Supporting financial management, budgeting, disbursement, audit arrangements, and financial reporting.
  • Supporting procurement planning, procurement strategies, bidding documents, and contract arrangements.
  • Engaging with government institutions, aimag and soum authorities, local communities, herder groups, businesses, and other stakeholders.
  • Participating in field assessments, consultations, workshops, and stakeholder meetings.
  • Preparing technical inputs, reports, recommendations, and other project deliverables.
  • Working closely with international and Mongolian specialists to develop integrated and practical investment solutions.

Qualifications and Experience

Candidates should have:

  • Bachelor’s degree or higher in a relevant field, depending on the area of specialization.
  • At least 8 years of relevant professional experience in the respective field.
  • Demonstrated experience in development projects, infrastructure, climate change, environmental or social safeguards, economics, finance, procurement, or related areas.
  • Experience with feasibility studies, investment planning, project preparation, or project implementation is highly desirable.
  • Experience working with government institutions, local authorities, communities, private-sector stakeholders, or international development partners.
  • Experience with ADB, GCF, or other international financial institutions and development partners is an advantage.
  • Strong analytical, communication, coordination, and report-writing skills.
  • Ability to work effectively in a multidisciplinary project team.
  • Professional proficiency in Mongolian and English.


Assignment Details

Project: Aimags and Soums Green Regional Development Investment Program

Location: Mongolia

Project Duration: Approximately 18 months

Expected Start: Q4 2026

Expert Input: Varies by position and area of expertise, from approximately 2 to 18 person-months.
